China is known as coal power, coal is the major energy source of china in the national economic development and improving living standards in the basic industries, but also it is the frequent security accidents industry .Guizhou Province is a coal-producing province in china, known as "southern sea of coal", claiming the same time, due to high-risk nature of coal mining industry and the issues of the mine safety production legal system in the formulation and implementation, Guizhou coal mine safety accidents is frequent. Therefore, how to balance coal mine safety production and the economic development of the coal industry is our current pressing problem.The paper is divided into five parts, layers of depth, puting forward and solving the problem in the economic law perspectives. The main topics of the first part are both research of the background and significance. In order to study the law issues of coalmine safety production in-depth theoretically, the second part of my article discusses the rule and the basic theory of law relating in the mine safety production. Part III discusses the legal system of coalmine safety production situation both in China and Guizhou. Which provided a realistic basis to provide and solve the subsequent legal issues. The fourth section deals with legal issues existing in coalmine safety production, including legislation, administrative enforcement and complying with the law and so on. It is the focus of this topic. Part V discusses countermeasures of the legal issues in coalmine safety production.In this paper, I studied it starting in the situation of coalmine safety production in China and Guizhou province, beginning with the professional legal perspective of economic law, coalmine safety production law. At the same time, I combined coalmine safety production law with Guizhou province conditions, in order to reveal the situation and characteristics of coalmine safety production in Guizhou province in large law context in our power. basing on the study for the scholars in the previous coalmine safety production law. For the status and characteristics of Guizhou, I discussed it focusing on the legal aspects of coalmine safety production in Guizhou province, and made with specific suggestion of legislative, administrative enforcement and other system-building.
