Nations should have rational cognitions about their own national power and conclusions of assessing the power of the competitors which include nature/propertied power and endowing power, by which the proper national developing goals are determined. Every ambitious country will make international strategy that will cause the interaction when potential competitors assessing each other, and the strategic targets will be changed with the difference of evaluated power which effects the results of international strategies. Power assessing difference has two parts: the self-assessing difference and the inter-assessing difference. The latter will be the key factor as long as the former does not exists. The smaller inter-assessing difference is, the less strategic space and alternatives nations have which include"balancing","balking"and"blinding".
