One of the most profound administrative and ecological changes for the countries is the globalization of economic life, political democratization and the modernization of governance mode. At the same time, the developing countries face the challenge caused by the ecological changes. China, as a developing superpower with special national conditions, the governance ability is not only the strategic prerequisite to continue the socialist modernization, but also the basic strategic resources to participate in the global competition. Moreover, the governance ability is also the important strategic domain for the Communist Party of China.This study aims to analyze the government governance ability against a background of the profound ecological changes in China. Firstly, this study elaborates on basic theories of governance ability, narrowing down the definition and features of governance and analyze the constitution of the governance ability from the perspective of system innovation. Moreover, this study also define and describe the connotation and the ought-to-be situation of the modernization of the governance ability. Secondly, this paper explains why the Chinese government puts forward the notion of the governance ability from the logic perspective and analyzes the value of the modernization of the governance ability from four levels. Thirdly, this study analyzes the motivation of the modernization of the governance ability and points out that it is the vested interest group within the government, irregular administrative tradition and social administration that may cause some problems for the modernization of the governance ability. Last but not least, based on the reality of the governance ability in China, this study discusses the gap between the current governance ability and the ought-to-be governance ability based on both static and dynamic norms, mentality and value, and analyzes the caused for the gap. This study then puts forward the basic plans for the modernization of the governance from the angles of concept modernization, construction modernization, gross modernization and operation modernization.
