On The Legalization Of Petition Work

With the deepening of the reform and opening-up, the changes of the social interest structure, the ascent of social conflicts, and the appeal-involved letters and visits being striking, there are many problems to answer in appeal-involved letters and visits system. In this paper, throughout the ideas of "rule of law", adopting Guangxi Court’s complaint letters and visits related data as research material, I investigate and analyze the present situation and the cause for complaint letters and visits in Guangxi, and enumerate the major reform measures of the work. Finally, in order to promote the development of the rule of complaint letters and visits work, I put forward some feasible work proposals.The full text is divided into five parts. But recently, the prominent phenomenon of pestered petition, noisy petition and collective petition, is very difficult to solve; The third part mainly through external and internal factors analyzes of the causes of complaint letters and visits, and explains that the phenomenon is caused by social environment, the courts’ job and the petitioner consciousness, psychological and other factors; In part four, the author cites the important initiatives of Guangxi complaint letters and visits work in the recent years, including source control, long-term mechanism, and team building, which is the main reason of improving Guangxi complaint letters and visits work and can promote complaint letters and visits work reform; The fifth part clarifies the current ills in complaint letters and visits work in order to raise targeted advice and suggestions.
