Price hearing system is an important part of our country’s administrative hearing system, this system has significant supervising and pushing impacts on public utility’s price formation and adjustment, and can help the price formation mechanism marketization reform development of public utility. While in the price hearing systems in recent years,due to the problems in its operation, some discussions appear in the societal level, such as price must soar up in hearing, the hearing opinions are represented. The discussions increase day by day and its public credibility goes down, we must highly pay attention on this issue. Therefore, correctly understanding, analyzing and solving related issues, and pushing the scientific development of price hearing system can better play the role of price hearing system, push the development of our public utility and improve social and public service level.This essay takes price hearing system as object, develops around proposing issue----analyzing issue----solving issue, and combines literature review, case analysis,comparative analysis to develop research from the following levels:Firstly, it makes introduction on the background, goal and meaning, thought and methods of the research and related literature review, sorts out the research idea and order,preliminarily defines the whole structure; secondly, it makes detailed theoretical introduction on price hearing system, from perspectives of connotation and system logic of price hearing system, the development and value of our country’s price hearing system and preliminarily define the importance and necessity of paying attention on our country’s price hearing system; thirdly, it combines the real situation of price hearing system,demonstrates its detailed information and content on legislation from laws level.
