Time management, as a working system in the framework of trial management, comes along with the time-limit system, which aims to strictly observe the time limit of trials through enhancing the procedure control. By means of avoiding and lessening the long-standing criminal cases, judicial efficiency may be improved. The nature of time management is to set up time limit for each procedure; in other words, all procedures, from accepting the case to completing the case, should be supervised by the management department (the principle part). The operation should be professional and at large scale. The supervised means of management, by monitoring, evaluating, analyzing, adjusting, and promoting, may realize the effective cooperation of all parties, and hence all cases could be concluded within the time limit of trials. For a couple of years, local people’s courts at various levels have been exploring various approaches to time-limit management, such as the approval of the chief judge, process controlling, case examination, and the counting-down system. As a result, the process of trials functions more efficiently with less irregularities and over-timing cases. The parties’ legitimate rights and interests are safeguarded. It is also effective to improve lawsuit efficiency, ensure judicial fairness, and standardize power operation. However, there are also problems, such as inconsistent subjects, obscure functional orientation, negotiable time assignment and managing contents, and mono managing approach, due to the inadequacy of time, theory, supporting system, and anomic operation. This research concerns the civil jurisdiction and takes the time management in two-level courts in some city as samples. It attempts to analyze the problems in the current management system and how the problems are caused, based on which a more efficient managing system may be designed. Tentatively, it is proposed to introduce a multiple social supervising system, based on a more professionalized court time managing system. This may contribute to the completion of the judicial process management and work as a reference for a further development of the time managing system with Chinese characteristics.
