It’s the fundamental purpose of the Communist Party of china that serving the people wholeheartedly and being responsible for the people. Even in the difficult period of the Anti Japanese War, the Communist Party of China has always adhere to the "peopleoriented", to protect the livelihood of the people and improve people’s livelihood and accumulated rich experience in the construction of people’s livelihood. The CPC Central Committee and the government of Shandong branch implemented a series of construction of people’s livelihood initiatives, not only improved and enhance the people’s basic necessities of life and other basic living conditions, provided the most basic protection for their better survival and development, but also fully mobilized the people’s enthusiasm of Anti Japanese war and played the role of Anti Japanese strategic hub in Shandong then promoted the stability and development of Shandong base area.The construction of people’s livelihood is this paper’s research object. Shandong Anti Japanese base is the study of space. This paper has carried on a more detailed review according to the practice path to the construction of people’s livelihood.The first chapter briefly introduces the basic situation of the Shandong Anti Japanese base area including the creation, formation, consolidation and development of Shandong Anti Japanese base area, and the historical status and role.The third chapter discussed the practice of building the people’s Livelihood of Shandong base area in detail : around the priority development of agriculture to ease the burden of life, development of industry and commerce to ensure the need of the masses life, promote the culture of health education to improve the quality of life of the masses, the implementation of social assistance, the establishment of a social security system.The fourth chapter analyzes the construction of people’s Livelihood according to Shandong Anti Japanese base area, in order to obtain enlightenment for today’s construction of society livelihood. It’s effect mainly including: the improvement of people’s living conditions and living standards, the health and the spirit to be changed, the new democratic culture education form of initial formation, low level of social security development in exploration. The main deficiency: people’s livelihood construction policy is not perfect, the specific practice of people’s livelihood exist deviation,the coverage of social security of people’s livelihood is relatively narrow, and so on.We review the great practice of building the people’s livelihood of Shandong Anti Japanese base area and summarize the experience and lessons from history, today, for promoting social construction as the key of improving people’s livelihood,consolidating the party’s leadership and expanding the mass foundation of the party, adhering to the socialist fundamental political system, insisting on the guiding position of Marxism in the ideological field,has the vital significance about building a socialist harmonious society today.
