The urban management has been playing an essential role in progressing the urban management matters such as multiple-sided law enforcement and responsibility crossover. During the urban management enforcement, however, events against the purpose of its establishment have taken place, for instance, the violent law enforcement, the brutal and unjust law enforcement. The urban management as a kind of the public management, its study has become a hot issue in academia.In the perspective of the ethical dilemmas of urban management law enforcement officers, this paper firstly outlines related theories of the urban management law enforcement officers, with the new public service theory and the street-level bureaucrat theory as the theoretical bases. Secondly, this paper analyzes with cases the current situation and reasons for the ethical dilemma of urban management law enforcement officers in the conflicts of the roles, the power and the interests. Thirdly, this paper draws helpful experience in getting rid of the ethical dilemma and in the development of urban management from China and abroad. Finally, this study discusses the strengthening of the moral establishment, the setting up of the proper system and the cultivation of the sound environment of the urban management for the law enforcement officers. This paper tries exploring an ethical system, suitable for China and approbatory by the urban management law enforcement officers, aiming to provide practical suggestions for the urban management law enforcement officers to get rid of the ethical dilemmas.
