Abandonedchildren, being a universal social phenomenon at all times around the world, are in a disadvantageous situation to survive in the society as a vulnerable group. At present, there are more than 7000 abandoned children raised by welfare institutions in China. Although the investment from the government to support them is increasing, the rising number of disabled children and the ever-changing social environment make social assistance more complex, which places the issue of effectively assisting abandoned children a critical one for establishing socialist welfare system in China, and demands urgently the improvement of welfare for orphaned and disabled children as well as compensation for the loopholes of social assistance.Kunming, a mega city in the southwest of China, is facing a number of social contradictions when developing its economy, which has 200 to 300 abandoned children by their parents each year, however, there is only one welfare institution for children supported by the Kunming municipal government. Therefore, the investigation and analysis of the condition of Kunming can shed light on the characteristics of abandoned children and help to deal with the problem.By adopting social equity theory and governance theory to analyze social assistance of abandoned children, elaborating the achievements and difficulties of relief of children, and learning from the experiences of developed countries, the author conducts a Kunming Orphanage-based survey in several relief institutions through empirical research methods to find out the group characteristics and causes of abandoned children at present stage, analyze the problems existing in the relief of abandoned children, and finally put forward the strategies and suggestions on how to improve social assistance of abandoned children.
