Study On Capacity Building Of County - Level Letters And Visits

China is a nation with rising social contradictions in transitional period at present. The mass of deeply rooted social contradictions which are accumulated in the long term are reflected from the channel of public complaint. It is faced with complicated situations and taken arduous tasks for the work of public complaint. Not only are the facilities such as office space needed to be improved, but above all, the working performance and personnel quality of public complaint department are required to be reached higher. Under the new situation, we should well recognize the significance, urgency, longevity and arduousness of public complaint by strengthening the sense of responsibility and mission realistically. Meanwhile, we should base on the overall situation of building a harmonious society, improve the task performance of department to bring up a group of cadre troops with rich mass work experience and better social management capacity, which ensure the building of flourishing and harmonious society under the new situation of public complaint.The article is a case study of county T of XXX, in Inner Mongolia, that the author draws a following conclusion by studying, analyzing and summarizing national public complaint issues, especially for county T with ten years. Most of the public complaints are arisen and solved in county section with weak capacity, which is key factor of restricting public complaint. County level public complaint work is the foundation and key factor regarding national public complaint work as well as a key sector of public management and service. It is regard of the author that the promotion of capacity building of public complaint section is an important measure for public complaint in subjective aspect. Through interviews with many leaders who have more than twenty years experience in public complaint and deep analysis on this area, it is found that the improvement on capacity building will promote the current status of public complaint department.Meanwhile, the main reasons that restrict the capacity building of public complaint department, in this paper, can be summarized as followings:low social position with limited authority power:the "official-oriented" and "rule by men" phenomenon have even more serious impact on public complaint department which has limited authorized power; The official leaders working in public complaint department are taking high-risk position who have limited power, limited incentives and promotion opportunities as well as less authorized manning quotas and no security under the current uncertain working position. The official leaders stand up with pressures both in physical and mental aspects; The one-vote-veto system that makes the public complaint department spending most of time and energy in keeping stability of current positions, but not solving the problems themselves; In this paper, it points out that the ideas of solving county level department issues are about:it is necessary to guide public complaint to legal orbit, promote law-based administration vigorously, enhance mediation work from the common people, perfect legal-assistance system, solve the reasonable appeal from the common in time and in place, promote national management system and model management, and effectively prevent and solve social contradiction. The study of the paper is helpful to improve the construction of county level public complaint department and with realistic meaning and reference value of reform and improvement of national public complaint system, promoting national public complaint work into a scientific and formal mode, improving public management ability and realizing modernization in management level, maintaining social stability and building a harmonious socialism society.
