In today’s rapid economic development, the phenomenon of population agin g is becoming more and more serious, the elderly population in disability and se mi-disabled elderly proportion of weight to trend higher. In 2014, our country’s d isability and semi-disabled elderly persons have reached as high as 3.7billions. P articularly affected in Heilongjiang Province’s cold temperature, eating salty and other special adverse environment, disability and semi disabled elderly quantity is higher than other area. Looking at the development of developed countries pensio n services and preliminary exploration in China, "medicine and nourishing combi nation" in solving the disability pension problem can encourage health care and ol d-age care combination mode, ensure that the elderly can obtain a dignified, stable and safe medical environment in the final stages of pension life of the elderly, i n order to improve the quality and the quality of life.This paper carried out the research results in the Heilongjiang province hos pital, nursing home, community and resort mechanism, based on proposed "medici ne, nourishing combination" ‘s new model of pension institutions, making its use of the most vulnerable groups in the elderly population, that is the disability and s emi-disabled elderly persons, this is not only the pension mode on the traditional affirmation, but also update the traditional pension mode only "maintenance" but not "cure" the present situation.The theme of this paper is to raise urban medicine combined mechanism o f endowment pattern research-- take Heilongjiang Province disability and semi-dis abled elderly as an example. The main use of theory is the demand for welfar e pluralism theory as a support, and the adopts of qualitative research method, ca se method used in the qualitative research method, with the disability and semi-dis ability long period care needs of elderly care for daily life, medical care service a nd spiritual comfort service as one of the characteristics, in order to solve the dis ability and semi-disabled elderly pension difficulties, enable it to have a relativel y independent, quality of elderly living, the study appears to have important signifi cance. This paper respectively analyzes characteristics and the elderly from the p opulation health perspective on disability specific needs of elderly and puts forwar d the corresponding reply. Then the intention and content according to the needs of the elderly service institutions, it’s the key to sustainable development of obtains the medicine combination for raising pattern of old-aged pension problems. A nd on this foundation, four suitable cultivation ways combining old-aged model development agency. The first kind is medical institutions existing rotating type R ehabilitation Institute.The second kind is inside old-age care institutions set up m edical institutions.The third is between the pension mechanism and medical instit utions outside the United cooperation, practice medicine raise two-way transfer mo de. The fourth is in the community pension mode. From the policy, perfect laws and regulations, combined with the mechanism of raising pension mode of in-dep th research and Analysis on medical major funding and service content, and medi cal staff of professional and their personal development angle. In the pension insti tutions to process oriented, family and community of radiation to actively with the government departments, covariate adjustment and the necessary of government r esources, help to promote the "medicine raise couple" industrialization mode of pr oviding for the aged, and perfecting the social security system in China, the su ggestions for the healthy development of the pension business.
