Institutions of our country is unique for a class of social welfare organizations, most by administrative organs of the state funded institutions, resulting in long-term use of the administrative organ of management mode, development has been seriously hampered. We will accelerate reform of the personnel system in institutions, to promote the cause of organization to flourish is a fundamental requirement of China’s rapid economic and social development. The premise of the personnel system reform of institutions is to establish and perfect the post setting and employment management system, introducing competition system, completely broken cadre lifelong appointment system, optimize the allocation of human resources in institutions, enliven the institutions employing mechanism, establish the law, according to law shall have the scientific management system.The author of this thesis are arranged in high tech Zone institutions post employment management work as a specific case, starting from the concept of public management theory in public organization design, job analysis and performance evaluation, combined with case analysis and literature research, profound analysis of the high tech Zone institutions post setting and employment management supporting system and operation mechanism is not perfect, between institutions in the post setting and engagement imbalance, undergo and supernumerary personnel placement difficult problems, these problems are mostly by the operation of the high and New Technology Industrial Development Zone of poor, management system caused by irregular.Through research and analysis, this paper draws the following conclusion: the accelerating development institutions, it is necessary to increase the pace of the reform of the personnel system, establish and perfect the management system of post setting employment plays a crucial role. The post application of public organization design, job analysis and performance management theory on institutions set the employment of scientific management, can achieve a "win-win" situation between the institution and the staff.
