A Study On The Causes And Countermeasures Of The Rapid Spread Of Synthetic Drugs In China

Since the first domestic appearance of synthetic drug abuser in 1996, it has been clear that the new drug crisis is coming towards us. For the past two decades, drug issue is becoming more and more serious in China. During the transforming period of China, drug crimes also come along with new characteristics such as easy to make, sell and hide, and multiple channels permeation. All these characteristics reveal the lack of capabilities indwelling with drug crimes. Therefore, it’s necessary to rethink our current methods and come up with effective solutions respectively.This paper analyzes the reasons why synthetic drugs in our country spread so fast in the respective of bioethics as beginning. Then systematic analyzes the main problems in all aspects of China’s drug control works.Deeply study the advanced experience of foreigners’ drug control work. Base on the study put forward a series of bioethics countermeasures in service our country’s drug control work.This paper is divided into five parts. The first part is introduction, analyzes the research background;status;purpose;significance;methods;main works and innovation. The second part introduce the knowledge of synthetic drugs and the spread of its essentially situation briefly. The third part using the methods of bioethics to analyzes the reason of rapid spread of synthetic drugs, and found that the reasons are:the temptation of synthetic drugs; the Chinese susceptible people’s vulnerability; the negative influence of misleading knowledge and star behavior;the negative influence of the lag of law and unfair punishment;the influence of ignore human shortcoming and human dignity. The forth part analyzes the problems in all aspects of China’s drug control work including prevention; fight against;withdrawal. In prevention propagates are become mere formality; in fight against the law is light on details mislead the way of punishment; in withdrawal ignore the human dignity may harmful to life. Then carefully targeted to give a brief introduction of America;Canada;Swiss;South Korea’s advanced experience of drugs control work. The last part is aiming the main problem to give the advise to solve them, firstly using the respect of principle to improve the way of propagates make the public have a clear know about life;secondary using the justice of principle to improve the way of fight against drug crime,make sure every crime has its own punishment; thirdly using the spare of principle to service the drug user help them withdrawal the drugs and back to society; using a more carefully management to control the precursor chemicals ensure the procedural justice stamp out and "inside job".
