Research On The Reform Of Administrative Examination And Approval System In Hanjiang District Of Yangzhou City

The reform of administrative examination and approval system in China has been implemented from central government to local government since 2001, and now the seventh round of reform is being conducted. In 2015 CPC (National Congress of the Communist Party of China) and CPPCC (Chinese People’s Political Consultative Conference), Premier Likeqiang announced that the target of slashing one third of the items that used to require government examination and approval during five years has been completed in two years by the government. At the same time of the government’s cutting wrist to self revolution, the relationship between government and market has been clarified, and the vitality of the market has been stimulated through decentralization even under the pressure of the economic downturn, so we can see that the reform achievement is very significant.But we cannot be complacent, because reform is not an overnight or a short-term task. We must closely follow the situation and the trend of the times and make great efforts to promote in the future. As the key organizations of connecting at the grass-roots level of the reform of the basic level government, the problems and difficulties we faced in reform are more and more complicated. How to make Hanjiang District, a district located in the Yangtze River Delta region, transform and upgrade better under the radiation of Shanghai, Nanjing-Zhenjiang-Yangzhou, one of the proper way is reform of administrative examination and approval system, which is an effective measure for the transformation of government functions and optimizing the local economic and social development environment.The purpose of this paper is to study the current situation and problems of the reform of the administrative examination and approval system in Hanjiang District under this background. It provides a framework for the perfection of the reform of grass-roots administrative examination and approval system and ideas for speeding up the transformation of government functions and supplies the impetus for the stability and orderly development of local economy and society.Taking Hanjiang District of Yangzhou city as an example, this paper focuses on the analysis of the successful experience of Administrative Service Center in the reform of this district, based on which the district has launched a series of reform initiatives, such as "two concentration, two in place", "one fee system", "double combination double supervision", "three levels of convenience" and "three concentration, three in place", "four cards in one" etc. about the administrative efficiency to push the reform of administrative examination and approval system and promote local economic and social development, as well as the deficiencies on the transformation of government functions, laws and regulations, government process reengineering, public interaction and participation, awareness of service and so on, which lead that the current reform that involves the fundamental is not deep enough. Through the experiences and lessons of the reform of administrative examination and approval system from domestic and abroad, this paper explores how to regulate the relationships of "system" and "mechanism", "manage" and "serve", "rigidity" and "flexibility", "power" and "right" in the reform of administrative examination and approval system in new era to ensure the reform in this district to be a success, so as to promote the construction of a rule of law, service-oriented, efficient and effective, sunshine, responsible government and to better serve the local economic and social development giving consideration to efficiency and equity.
