Study On The Synergistic Mechanism Of Urban And Rural Public Service Integration In Guizhou Province

As an important part of basic urban and rural integration, the integration of public services in urban and rural areas is of great significance in promoting the construction of urban and rural areas as a whole, creating a new countryside, narrowing the income gap between urban and rural areas and promote economic and social development ability, to realize the harmonious society. But the current urban and rural basic public service supply normalize state, rural residents do not have equal value of the service resources with urban residents; And the integration of urban and rural residents’ income gap is too large that expect public service construction greatly; Urban and rural public service resources distribution, supply and demand imbalance, urban and rural public service evaluation standard is not unified, and so on, make the farmers’ right to survival and development under less grantee. These problem is particularly acute in Guizhou—as a less developed province, promote the rural public service and narrow the gap between urban and rural is imminent.This paper is committed to achieve collaborative governance theory and construct paths of integration of urban and rural public service of Guizhou Province, and try to explore the social forces to promote coordination mechanisms involved in urban and rural public service integration.First of all, summarize related research of the integration of domestic public service, combs the concept of integrated public service in public service; secondly do analysis of the collaborative governance theory.Secondly, this study is aim to analysis the integration of urban and rural public services in the social security, employment, health, livelihood aspects of work status of Guizhou Province; then make sense of the achievements, problems, shortcomings in interpretation of the current urban and rural public service integration work in various aspects; and then put forward the necessity of establishing the integrated collaborative public governance mechanism services in urban and rural areas.Thirdly, in view of the existing collaborative governance mechanism, it has been used in the supply of public services in the integration of urban and rural public services, as one of the public service content also can be implemented. Do analysis of Guizhou Province based on the less developed under the theoretical framework ofnational development situation, which could find the possibility implementation of the integration of urban and Rural Public Services Collaborative Governance: sharing of government authority between the governance body integration; market mechanisms involved in collaborative governance processes; citizen anti-passive participation in coordination mechanism.Finally, do analysis of cooperative path mechanism establishment and improvement opinions according to the existing problems, such as the establishment of communicate channel system and the fair management platform; combined with the local situation, to create a favorable policy environment for urban and rural residents; to optimize market rules; to mobilize the enthusiasm to meet people’s most basic needs.
