Currently, china is in a special historical period when reform is being deepened system and the society are being transformed. Along with development of economy from reform and the progress of administrative organization reform, the construction of administrative ethic and administrative moral are put on agenda. The administrative personality is the sublimate of administrative moral and the target of administrative ethic construction.
