The incentive mechanism of civil servants is an important function of our government administration system; it can create to meet the needs of civil servants’ recruitment, employment, salary welfare, promotion and so on. It arouses civil servants to work with enthusiasm, initiative and creativity, it also can get the target to be a service government transforms in the role and function as much as possible. Perfect and proper incentive mechanism of civil servants can not only satisfies the individual needs, it contains more valued by most civil servants, but also stimulate them make motivation of strive for perfect. At the same time, it is good to our government civil servants for development and management and provides excellent talents reserve continuously, it also improve allocation of human resources and work efficiency of civil servants.In the 1950 s, the famous psychologist and managerialist Frederick Herzberg proposed the Two Factor Theory(Hygiene-Motivator Theory), he treats work as the symbol to distinguish the Two Factor Theory:for employees, hygiene factor from the outside of work and motivator factor from the work itself. In fact, the Two Factor Theory based on internal and external factors not only applies to the function of enterprise employee performance management and incentive system, but also according to the actual situation of our country civil servant incentive system to guide in a long time. Two Factor Theory as one of many management theories, and it depends on a large number of investigation to be used in human resource management widely, it provides theoretical perspective how to make more effective incentive for civil servants work with enthusiasm. And how can the Two Factor Theory localization and continue to improve the civil servants enthusiasm for work need explore and groping constantly. Although the two-factor theory is put forward and used originally in foreign companies, but according to its specific content to the two-factor theory localization, because are involved in demand and incentives and punishment. The theory for the basic-level government perfect the incentive mechanism of civil servant in our country have guiding significance to the reality has general guidance. But it should not be ignored is that even if the Two Factor Theory as the classical theory can be fully applied to the incentive mechanism of civil servants at the grass-roots level, its background and subjects have particularity and limitations, there is a logical flaws even on use of great subjectivity, but it is put forward based on the theory is the result of a large number of actual investigation, comparison on reason to use effectively. To this, the guiding role of grass-roots civil servants incentive mechanism in China should have a choice.According to the two-factor theory, this paper respectively according to the "hygiene factors" and "incentives factors" and make it localization, points out that the incentive mechanism of civil servants at the grass-roots level in our country, belongs to what are the factors of two parts, and the current problems existing in the incentive mechanism of civil servants at the grass-roots level in our country, and accordingly put forward the corresponding opinions and Suggestions in order to improve the incentive mechanism of civil servants at the grass-roots level in our country, mobilizing the subjective initiative of civil servants to the work, strengthen the government’s expectations, based civil servants so as to significantly improve the work efficiency, change the previous depression of job burnout. Alxa government civil servants as the object and the typical case of the grassroots government incentive mechanism of civil servant in our country, it using fully the dual factors theory to guide incentive mechanism of civil servants and revision. Two-factor theory is not only to our country basic unit government civil servants incentive mechanism has a general guideline, Alxa government civil servants incentive mechanism has the reality guiding sense, reflects the general effective combination and typicality, further illustrate the correctness and two-factor theoryThe article is divided kito five parts to claim. The first part is the introduction,abrief introduction to the meaning of the incentive mechaism of civil servants at thegrass-roots level,at e same time,this paper expounds the incentive mechanism of bothdomestic and abroad,by comparig the lay theoietical foudation for the papers and thecore of the discussion,ad clarify e article cont:ext to draw its frame. The second partis the main related concepts ad Uieoretical basis, it explains motivation,incentivemechanism, and the concept of civil servat system and civil servant’s incentivemechanism,the explains the meardngful functio of Demad Theory to the TwoFactor Theory and what effects of the incentive mechanism of civil servats at thegrass-roots level with referece. The third part is 1:he view of Two Factor Theory whichexisting problems and reasons in the AJxa government civil servants incentivemechanism. First,specifies the content of incentive mechanism of civil servants.Secodly,it used questionnaires about two aspects of hygiee ad motivator factors to point out that the problem of incentive mechanism of civil servants at the grass-roots level in our country. The fourth part is at view of the Two Factor Theory to analysis the reasons why it leads to Alxa government civil servants incentive mechanism analysis. From Hygiene-Motivator Theory to analysis what is the cause of the problem, which will focus on our country civil servants at the grass-roots level, broaden the article discusses the scope of. The fifth part is Two Factor Theory perspective of completing the Alxa government civil servants incentive mechanism countermeasures and suggestions. Through this case, Two Factor Theory to complete the incentive mechanism of civil servants at the grass-roots level theory guidance, by changing the concept of internal incentive mechanism of civil servants at the grass-roots level, in the ’hygiene factors" and "incentives factors" theory background, through the appraisal of civil servants, training, promotion, rewards and punishment system these measures, it ensure further smooth implementation of the existing incentive mechanism of civil servants at the grass-roots level.
