Along with the social and economic development, living standard of Chinese peopl e has been enormously improved. Public emergency, such as natural disasters, other dis aster and accident, sudden public paroxysmal health incidents, social security emergenc y, which are hardly being expected and unavoidable, has become a threat to prosperity a nd stability of the society. The increasing number of local public emergencies has drawn greater attention by local governments and reformed state-owned enterprises, whose ca pability of governess and emergency management.Railway Operation Enterprise Group, as one of the Chinese major reformed state-owned enterprises, plays a significant role in handling both national and local public emergencies. While the system reformation contributes to the industrialization of the railway transportation, it also brings about aggravated complexity in reacting public emergencies. The new enterprise is being subject to Ministry of Transport and Communications which is an administration on national level so that working with local administration in handling public emergencies has become the major challenge for the enterprises.Thus, problems occurring/existing during this process should be investigated and e xplored so as to provide appropriate aid and support for the Enterprise Group in the eme rgency incidents.Such study would carry theoretical and practical meaning.The dissertation follows the logical procedure of problem-solving, involving the problem, the analysis and the solution. It consists of five sections:introduction, rationale/theory, situation analysis, implementation difficulties and solution.
