Minority cadres are the bridges of the communist party of China and ethnic people, and they are the key factor that decides how to carry out and implement the party’s ethnic policies. During the Anti-Japanese War, the communist party of China put the training work of minority nationality cadres together with people’s Anti-Japanese invasion struggle and struggle of realizing national independence and national equality. The communist party of China had cultivated a large number of talents who lead ethnic people to carry out revolutionary struggle in politics and military through various means, and actively explored theories and methods for system education of minority nationality cadres in practice. In the border region, under the guidance of the general education policy "Anti-Japanese national salvation", the communist party of China (CPC) adjusted measures to local conditions to adapt to the needs of various stages of the war of resistance against Japan. Relying on a variety of organizations and schools, China not only formed diversified forms of education, but set up our country’s first institute for nationalities. From then on, the communist party of China started to cultivate minority nationality cadres in abundance and in formal. This period of the ethnic minority cadre education reflects the general rule of the communist party of China’s revolutionary struggle which deeply reflects the era characteristics of history. At the same time, it carries out the Chinese communist party’s national policy during this period, and shows basic characteristic which is different from general cadre education. On education objects, part-time incumbent cadres and cadres of the future not only cultivate talents for Anti-Japanese War, but for the development of various undertakings of ethnic areas after the founding of new China. On educational mode, the combination of temporary education and normal education meets the need of individual struggle stage. On educational content, highlighting the important position of ideological and political education ensures the correct direction of the ethnic minority cadre education. On educational method, theory and practice enhance the effectiveness of education. In Shaanxi-Gansu-Ningxia border region, the ethnic minority cadre education work plays an important role in the history. It practices the national equality and unity policy of Chinese communist party, and lays the groundwork for establishing the Anti-Japanese united front. It cultivates a large number of minority cadres and prepares for various undertakings in national minority. It promotes the development of the ethnic minority cadre education, and initially leads to form the education mode of national institute. It Promotes consciousness awakening of the minority youth, and builds party identification in the ethnic minority’s political elite. Based on the practice of the ethnic minority cadre education in Shaanxi-Gansu-Ningxia border region, it has very important significance and value to summarize the experience and enlightenment for the current minority cadres training. The inspiration shows us that we should not only attache great importance to the ethnic minority cadre education, but also attaches great importance to the ethnic policy, and ensure that the ethnic policies conform to the state and the actual demand. At the same time, we should pay attention to the "dualism" of ethnic minority cadre education, and correctly handle the relationship between ethnic identity and national identity.
