Government purchase of public services is innovation of functions of government, reducing the financial burden and improving the quality of services. China’s government purchase of public services is still in the initial stage with monotonous form and low coverage. In practice we need to learn from the advanced experiences of the western countries. Worthy of attention is commissioned to the formation of the principle agency relationship in the process of government purchase of public services that adverse selection and moral hazard will often deviate away from the goal of the government because of asymmetric information.This paper starts from the incentive theory, analyzing the government purchase of public services of the principal-agent problem, and the related selective, incentive and supervising mechanism, and describes the design idea and method of these mechanisms, combined with the relevant model, in order to maximize the public benefits. On one hand, this paper constructed a double-signal and double- target game model, of preventing the adverse selection and moral hazard. On the other hand, we use the empirical analysis method to analyze the selection mechanism, incentive mechanism and supervision mechanism.It demonstrates from theoretical and empirical perspectives that to strengthen multiparty government purchase of public services, we must improve the supply of public services and the transparency of the process to reduce the information asymmetry, and we must focus on payment check and the supervision to meet the public welfare incentive expectations. At the end of this paper, we put forward the corresponding policy suggestion from three aspects: making clear the government’s responsibility, optimizing the practice environment and innovating mechanism.
