The constitutional culture is the soil of constitutional system, it is also an important guarantee for the implementation of the constitution. For most of the countries who have introduced the western constitutional system, they usually lack of the mature constitutional culture which correspond to the constitutional system, and it will cause many problems of the implementation of the constitution, the transplantation of the constitutional system will Get half the results with double the effort. To construct and cultivate a mature constitutional culture, the confliction and fusion of the cultural can not be avoided, which is also the problem we must face if we want to finish the implement of the rule of law and constitution. Japan is China’s neighbor, who had been influenced a lot by Chinese traditional culture since ancient times, and has a similar culture to Chinese traditional culture. In modern times, Japan was also invaded by the western capitalist countries and then transplant the western constitutionalism. China and Japan have similar traditional culture and development process, it is important to know the development of the constitutional system and constitutional culture of Japan. In this paper, I take the collectivism of the constitutional culture as the breakthrough point, through the study of major political, social movement and constitutional thought of Japan since Meiji reform, summed up the change of the denotation and connotation of collective ideology in Japanese constitutional culture. Through the change of collectivism, it shows the evolution pattern of Japanese Constitutional culture in the cultural confliction, summarizes Japan’s the experience and Enlightenment for the transplantation and cultivate of constitutional system and constitutional culture. According to Chinese national conditions, learn from Japanese experience, implement the constitutional law, cultivate the constitutional culture.
