From Strong Dependence To Weak Dependence: Research On The Relationship Between Social Organization And Government

Starting from history and social reality, the growth and development of social organizations of China are heavily influenced by the government. Therefore, social organizations’ dependence on the government is the choice that based on social reality. However, this paper believes that dependence will not obstruct the development of social organizations, because positive and negative effects resulting from dependence are closely related to the strength of the dependence. Through a case study of Volunteer Pothouses of You Change Foundation, this paper describes various operation states of Volunteer Pothouses in different stages, finds that the strength of their dependence on government changes as time goes on, and infers the dependent relationship with the significance of sustainable development between social organizations and government.Supported by the dependency theory, this paper puts government and social organizations in the construction of "center- periphery" respectively and analyzes social organizations’ dependence on government. As the "center", government has powerful authority and rich resources, which are the primary reason that social organizations choose to depend on it.This paper designs a set of framework on dependence, including origin, organization form, independent entity, and services operation, to analyze which aspects social organizations depend on government. In the frame of the dependence, this paper puts forward a set of derivative concepts: Strong Dependence and Weak Dependence, and comes to analyze the strength of dependence. Strong Dependence means that social organization is established with the assistance of government, consulting with government on projects, being answerable to government on organization form and appealing to charitable donation relying on government’s strong calling. While, Weak Dependence means that though the social organization lies under the government’s macro management, its internal operations and project quality are the responsibilities of itself. Besides, its projects are not appointed by government, and the institution can to obtain donations through various channels instead of relying on government. According to the definition of Strong Dependence and Weak Dependence, this paper puts forward three types of social organization on dependence: Dependent Mode, Nest-Metonymy Mode and Relatively Independent Mode. The degree of dependence of three types declines in turn and the cases this paper chooses are in correspondence with above types. Three Volunteer Pothouses established under different social background respectively, and depended on government in different degrees. According to the results, MZ Pothouse, with the type of Dependent Mode, depended on the government strongly, and was canceled by the local government in 2012; H Pothouse, with the type of Nest-Metonymy Mode, keeps operating since its formation and its degree of dependence is between strong and weak. However, H Pothouse is always at the risk of termination because its specialty; LP Pothouse, with the type of Relatively Independent Mode, belongs to Weak Dependence and its current development is in good condition. Therefore, this paper concludes that social organizations select to depend on government to get chances to provide welfare services and develop is based on social reality and this choice is rational. However, the degree of dependence is more important. The stronger social organizations depend on government, the worse the sustainable survival ability is; the weaker social organizations depend on government, the better the sustainable survival ability is. Therefore, social organization should decrease its dependence on the government to obtain considerable development. In the last chapter, the author puts forward some suggestions.
