As the development reform of economical system in our country, the innovation of the public institution is imperative, the reform of performance pay is the key point. In 2009,the reform began in the form of "the innovation of performance", this kind of reform is such a sensitive question, because there are more than 40 million staff in public instition, the reform involve too many people’s interests. So it must be considered carefully to do the reform.With the fast growth of China’s economy, the environmental problem become more and more serious. The newly revised law for environmental protection puts into implementation in January 1,2015.The environmental protection department,which is the important part of our government, has a much more strong security system about laws and regulations.This article attempt to design a reasonably performance appraisal system for the grassroots units, especially the environmental protection department. The system may gradually change the state of the inactive and lazy working staff. A good performance appraisal system should be a promotion for raising working efficiency. The article try to provide a scientific and effective standard to help Mengxi Environmental Protection Bureau improving the performance appraisal system. This is an objective, impartial, active, enforceable support. At the same time, it’s good for upstream authorities to understand the current situation of grassroots units. It also can provide a reference for the environmental protection department’s performance assessment.
