Building service oriented government is the goal of the current reform of our government. The most basic duty is to raise the level of basic public service, to ensure the basic needs of the public, the basic right to be realized. Shanghai Municipal Administration Center for Social Insurance Affairs(for shot is “SI”) is the orgnaization of social insurance services to government agencies. The service window of SI is to provide public services which is related to public pension, medical, unemployment, maternity, injury. So the service window to provide a higher level of public services, is directly related to public degree of satisfaction with government departments. It is because of the service type government, the government’s performance evaluation from the original to the agency itself to the public service, its value orientation from the original to efficiency oriented to the public’s demand. At present, the performance evaluation of the service window of SI is still in the initial stage of exploration, and has not formed a systematic evaluation system.As a successful enterprise strategic management tool, Balanced Scorecard has been widely used in the application of the government. Determine the strategic mission, and the use of customer dimension, internal operating dimension, growth and learning dimension and financial dimension will be the strategic mission of the layers of the project, the staff’s daily work and strategic mission related, give full play to the role of incentive, so as to achieve strategic objectives, which is a revolutionary reform of the government management model. Said the performance evaluation of its service window is still in the initial stage of exploration, has not formed a systematic assessment system.This paper analyzes the present situation of the SI service window performance evaluation. It also explores the window performance evaluation index system, makes clear the development strategy, staff’s learning development and core competence. The implementation of balanced score card is help to improve social Insurance management service overall performance level, so as to achieve the service object recognition and satisfaction.
