Research On The Reform Of Administrative Examination And Approval System Based On Limited Government

The relationship between political and economic is always the focus of all governments. The Government should continually make some adjustments to adapt to the development of economy, while administrative approval system reform is an important means. For many years, the ultimate goal of China’s of the administrative approval system reform has never been changed with many specific guidelines, which is providing services for economic and social development. Administrative approval reform has achieved significant results through these years, especially after 18 th CPC National Congress, Party Central Committee defines a "streamline administration" guidelines, accelerating the transition from omnipotent Government to limited Government.Experts and scholars at home and abroad have researched Limited Government theory for a long time, which they consider that the Government should be function-limited, duty-limited and scale-limited, which is coincided with the streamline administration thought in China. At present, the administrative approval system reform is carried all over the country, and the municipal governments are the connecting link in the national system, also bear the heaviest reform tasks, so it’s the main study object in this paper, which takes Laiwu for example. Now almost no one study on connection of limited Government theory and reform of the administrative approval system, and so this is the main innovation of this paper. By analyzing the necessity of administrative approval system reform in Laiwu, and analyzing the reforms conducted in the past, this paper finds out the current problems and causes, and offer proposals from route selection, guarantee mechanism, supporting measures for next step recommendations of reform combined with limited Government theory.
