Community is the most direct platform for our country to provide public employment services to residents, service functions is the fundamental purpose of the community, strengthen the construction of community service functions is in the new situation, to promote economic and social coordination development, promote the basic service and improve the livelihood of the inevitable requirements. In the community public employment service system, there are problems such as simple and uniform standards, quantity and quality of service standards, which hinder the realization of higher quality employment. The main performance is:first, the number of community employment service agencies is insufficient. Second, the employment services provided by the main and standard simple. Third, the labor employment market information asymmetry. Finally, the labor employment service system construction is not reasonable. To establish a reasonable and efficient public employment service to provide a theoretical and realistic basis for the establishment of modern public service management system is imminent, the macro to play the initiative of workers, the labor market "invisible hand" and the system of policy adjustment to promote micro view on the service system and institutional innovation, institutional reform, functional transformation.Through questionnaire survey, literature research, comparative research, quantitative analysis, the evaluation system of public employment service performance evaluation in our country is divided into 3 subsystems:index system, model system and application system. The establishment of the index system is based on the functional classification of community service, and has set up 4 primary and secondary indicators, such as investment, management, supply, and outcome. n this paper, the existing performance management model is adjusted appropriately, so that the model system can adapt to the public employment service of urban community in Wuhua district.On the basis of the model of Wuhua District Temple community, green lake community public employment service performance of evaluation. In the case analysis based on the proposed strengthen service inputs, emphasizing service standardization, a part of public services by the government purchase, to develop sense of public service, to improve the Wuhua District Urban Community Public Employment service is level and improve the livelihood of the people.
