Study On The Construction Of County Government 's Power List System

In the third Plenary Session of the 18 th CPC Central Committee on the relevant provisions of the power list system, governments at all levels should actively implement the power list system in order to operate the power fairly and transparently. This new mode of power operation will promote the transfer of Chinese government from the "government based" to "social standard" since ancient times. At the same time, the implementation of the power list system is also a necessary way of public governance. Whether it is walking in the forefront of the reform of "Handan experience", or achieving positive results and extending the “Fuyang mode”, the core of power list system is reflected. Implement the list of power system is the overall reform of the quality and quantity of power; enhance the administrative power of "reduction, discharge, transfer and merge” restriction mechanism of the utility. In addition, the implementation of power list system should be the functions of various departments’ clear division of only do things, not "offside" or "absence". At the same time, there is no cross and rent-seeking or other issues.Based on the idea of limited government theory and the theory of holistic governance, this paper aims to put forward feasible countermeasures and suggestions of the power list system implementation from the analysis of the pros and cons of the list of power system, taking Fuyang City of Zhejiang Province as a case. The first part of the paper mainly introduces the research background and research significance. It tries to form a more complete list of county government power system construction research framework from the five aspects of the basic concepts such as the list of government power system, construction process and the local government power list exploration, using the literature research method, system analysis and case study method as a tool. On the basis of the foregoing, the second part further expounds the meaning, structure and function of power list system and the theoretical basis of this study. Also, it put forward to examine the application theory of the case. In the third part, taking Fuyang City of Zhejiang Province as a case, it introduces the construction reasons, basic approach and the main results of the implementation of list of government power system. The descriptive material is provided for the case study. Meanwhile, the Institutionalism Analysis Method is used as reference to analyze the problems existed in power list system of Fuyang city government systematically focusing on the system design, system operation and system environment. Taking culture, system to technology as the analysis framework, this part tries to provide some ideas of the text for the construction of our county government list of power system. In the fourth part, taking the local government of the United States and France as examples, it introduces the experience of power allocation in foreign countries, hoping to provide some useful thoughts for the research of this article. In the fifth part, on the base of Fuyang city government power list system case study and reference the useful experience of foreign countries, expect through smallness, the further strengthening of some countermeasures and proposals for the construction of our county government power list system. After careful thinking repeatedly, the emphasis of the thesis, from the perfect system of laws and regulations, establish and improve the supporting responsibility and supervision system, improve the civil servants performance appraisal system, strengthening citizen participation system the four puts forward some countermeasures and suggestions. At last, it summaries the whole paper and put forward innovation points and deficiencies of this research, expecting to lead to the further thinking of other researchers.
