A Study On The Transformation Of Government Functions In The Development Of Cross - Border Electric Commerce In Yinchuan City

In recent years, the cross-border trade e-commerce in our country are explosive growth present, has become a "dark horse" in the foreign trade industry of China. As a new trade way, cross-border trade e-commerce both provides a new gripper for our deep into the international economic integration, also put forward new requirements to the current government management system of the traditional trade.On January 2,2014, Yinchuan was approved for cross-border trade e-commerce pilot, the eleventh pilot cities across the country. As an important node cities of "the Belt and Road Initiatives", China-Arab States Expo permanent site area as well as the core zone of the country’s first inland open economy test area, Yinchuan firmly grasp the important opportunities of Ningxia to become our country open highland for Arab countries, gradually promote cross-border trade e-commerce implementation of the pilot work which face for the market of Arab and Muslim region as the local characteristics. In order to adapt to the new situation, new tasks and new requirements, accelerate the change of government function is around the corner, on the one hand, industry characteristics and development trend of cross-border trade e-commerce, put forward new requirements to the way of management of the government and the market environment, on the other hand, as a less developed inland city of Yinchuan, the software and hardware conditions for the development of cross-border trade e-commerce exists more shortage, need to improve the efficiency of the government functions, to further improve the development of cross-border trade e-commerce business environment.This paper first introduces the difference between the traditional trade and cross-border trade e-commerce, as well as the relevant theories of the transformation of government functions, and from three aspects to define the development of cross-border trade e-commerce involves the functions of the government, which plays a social management function, plays a regulatory function and provides public products and services. Second, this paper deeply analyzes the existing problems in the development of Yinchuan cross-border trade e-commerce, uses the basic theory of public management, and combines with the actual situation, to analyse the deficiency existing of Yinchuan in government management, government regulation and government services. Again, the paper analyses the domestic and international advanced experience in the development of cross-border trade e-commerce, summarizes the cross-border trade e-commerce industry leading countries around the world through building integrated service platform, promoting the development of integration, enhancing the service ability, paying attention to international cooperation to promote the development of cross-border trade e-commerce, at the same time, analyzes and summarizes the experience of the transformation of government functions in the development of cross-border trade e-commerce in China. Finally, analyses and draws lessons from the advanced experience of domestic and foreign in the transformation of government functions in the development of cross-border trade e-commerce, and discusses how to localize the advanced experience in the transformation of governmental functions at home and abroad. On this basis, combined with the reality of Yinchuan, from strengthening government management functions, correctly handling the regulatory functions of the government, perfecting the service function of the government, three points of view, to study and put forward to promote the development of Yinchuan cross-border trade e-commerce countermeasures for the transformation of the government functions.
