A Study On The Policy Implementation Of The "Three Guarantees" Policy Of Grass - Roots Government

The "three supports and one assistance" policy is a major initiative launched in our country for easing employment tension, lead and encourage college graduates to work towards basic level employment.The implement of " three supports and one assistance " policy in 2006 effectively expanded the channel of employment for college graduates and improved the talent structure on basic level,which is of great significance to build a well-off society in an all-round way. Supported by public policy theory, the paper made a field research in H county of Ningxia Hui Autonomous Region. By the way of questionnaire and the combining way of questionnaire with live interview, sample survey local "three supports and one assistance"college students and interview the staff in human resources and social security bureau of H county responsible for "three supports and one assistance" policy, comprehensively analysing the "three supports and one assistance" policy implemtation status of local government from the aspects of policy itself,main part of implementation,objective group and implementing environment.The"three supports and one assistance" policy is basically implemented on basic level, but there are still unignorable problems existing. The policy itself lacks long-term plan and position and management system of the "three supports and one assistance" for staff is imperfect and with policy barriiers. The policy performer himself has cognitive defect and of poor quality which made the deviation appeared during the implementation. The objective group has a low awareness for this policy and unsufficient capacity for work. The implementation envirnment for the policy is not good. Aiming at these problems, the paper put forward suggestions to further perfect the contents and supporting measures of the "three supports and one assistance" policy, strengthen the building of the executing team, improve the awareness and self-quality of the objective group and optimize the policy implementation environment. The research on local goevernment "three supports and one assistance"policy implementation can better promote the college graduates to work towards basic level employment and provide theoretical support for local government on further implementing the "three supports and one assistance".
