The interests of farmers has always been the object of attention of the government and academia. Since the eighteenth national congress of the communist party of the communist party of China, the government has new ideas of innovation of social management has reached a new height, and has a clear implementation plan of building a well-off society. The construction of well-off society is the benefit of all citizens. Farmers accounted for more than half of the population in our country, if there is no well-off farmers, overall well-off society for china is impossible. Farmers have been in a weak position in history of the development of our country. Raising farmers’ production and living conditions, strive to improve people’s livelihood is an important part of the current government work. Concentration living is one of the policy of improving farmers’ living conditions, but more problems existing in the project of rural concentration living. This provides an opportunity for us to get close observation on the issue of farmer’s interests. Through field studies, we found that the autonomous organization damage the interests of farmers is outstanding problem. So this study lies in the township H and its concentration living policy, for the purpose of exploring feasible countermeasures of preventing village-level organizations damage the interests of farmers.The paper is organized as follows: The first chapter is an introduction, mainly introduces the current studies about villager’s autonomy and concentration residence of farmer. The second chapter is about the field studies. Based on the H village as the object of observation, we have carried out questionnaire or interview conversations to the farmer, village cadres and village and township cadres. On this basis, we have a better understanding of the problems of the villager autonomy, and analysis the unique values of farmers, and make clear about the "interests level" of farmers. We put forward the following opinions: the farmers’ basic survival interests is the bottom line standard of policy implementation. The third chapter is the analysis and summary of findings that based on H Township. This study argues that in order to maintain the most basic interests of farmers, we should implement a temporary control measures on autonomous organizations during the major profit distribution. We called it “guardianship autonomy”. This type of transmission mechanism has the advantage of at least three aspects: the precise transmission of the interests; full benefits without intercept; the direct dialogue about interests. The author believes that in order to protect farmers interests, to realize the accurate transmission of corresponding interests, we should adopt this type of autonomy under certain conditions. This can also rebuild the relations between the government and farmers in the new period. The fourth chapter is the outlook and prospects of guardianship autonomy in the future. At the same time, guardianship autonomy is based on "troubles", so when applying the guardianship autonomy pattern we have to mind the specific conditions and requirements it requires: that the current policy involves the universality, one-time important profit distribution; infringement of the interests of farmers by autonomous organization; lack of awareness of farmers’ rights protection, the rights protection ability for farmers is weak or the rights protection tools for farmers is insufficient. The guardianship autonomy is legitimacy only when the above three conditions appear at the same time. The fifth chapter is the summary of the full paper. We review of the research process and the results of the study, and summarize insufficient for future continuous improvement.
