A Study On The Path Of Promoting The Administrative Ability Of Basic - Level Civil Servants

With the development of economy, politics, society, culture and many other fields, the rules of law had become the symbol of the modernization of national governance. In 2016, the 4th sessions of the 12 th National People’s Congress and the 12 th National Committee of the Chinese People’s Political Consultative Conference reviewed the draft 13 th five-year national development plan, once again stressed the important task of building a country ruled by law which pushed our administration to a new stage. Grass-roots civil servants as important executor of the administrative power of government, the ability’s level of administration according to law affected the government administration by law directly. Therefore, the grass-roots civil servants’ administrative abilities by law played an important role in building a country ruled by law.Based on some theories, this paper analyzed the constitution of administrative abilities according to law were not only meet the standards of common abilities, but also had some actual administrative abilities which included basic abilities, core abilities and necessary abilities. Based on this point, this paper explained the similarities and differences of administrative abilities by law between grass-roots civil servants and senior civil servants which cleared the research value. The paper focused on the characteristics and then analyzed the problems and reasons of grass-roots civil servants’ administrative abilities according to law. The purpose was to find out the improving path of grass-roots civil servants’ abilities of administration by law.
