Research On The Problems And Countermeasures Of The Young Cadres' Training In The Party And Government Organs Of Baotou Rare Earth High - Tech Zone

The Communist Party of China (PRC) has always attached great importance to the cultivation of young cadres, an especial representation of which is the instating of a large number of outstanding young cadres after the Third Plenary Session of the Eleventh Central Committee. These young cadres have made significant contributions to unswervingly implementing the party’s line, guidelines, and policies and smoothly progressing the socialism cause with Chinese characteristics under the historical conditions of China’s reform and opening up, development of market economy, and long-term administration of PRC, Cadre cultivation is the critical factor in China’s various developing aspects. It’s the requirement of the rising competitions between nations, pushing scientific development and promoting social harmony. Also it’s the task of strengthening the Party construction, ensuring our party flourishing and no lack of successors. Moreover It’s the practical needs of reinforcing building of leading group and contingent of cadres, also the important leverage of enhancing the development of one district and enriching people to strive for a relatively comfortable life.As the only hi-tech development zone in Inner Mongolia, Baotou rare-earth hi- tech development zone makes a great contribution to the development of hi-tech industrial not only in Baotou but also in Inner Mongolia. To keep sustainable development of the economy, Baotou rare-earth hi- tech development zone under the lead of city party committee have altered some offices and agencies which have provide some leader-positions for cadres under 40. Meanwhile, The young cadres are knowledgeable, enthusiastic, and ambitious, while have not worked for twenty years at maximum. However, the recent twenty years witnesses the rapid development of Baotou Rare Earth Hi-tech Zone in China. Therefore, these young cadres of this zone hardly meet complex social environment or severe political test during the growth and generally lack of exercise in PRC-spirit practice, exercise in hard environment, and experience in dealing with complex issues. Meanwhile, there are also some problems exposed in training the young cadres, including the training subjects’comprehension deviation on training concept, the homogenization of training content, and the inappropriate execution of training mode in practice etc.. As a result, it is urgent to put forward effective methods and strategies to solve these problems.Paper have concluded the methods and achievements between Baotou rare-earth hi-tech development zone’s young cadres’cultivation and status from the purpose of party and government’s young cadres’ cultivation in term of defining the Party and government, young cadres and cadres’ cultivation. In this study, the problems in training the young cadres from the government departments of Baotou Rare Earth Hi-tech Zone were enumerated from perspectives of the subject, content, and mode of training and the causes for the problems were analyzed. Then some targeted solutions, In addition, related suggestions were proposed, such as focusing on innovative young cadres training theory, constructing a sound training system for the young cadres, training the young cadres based on the first-line of practice, and optimizing young cadres’ cultivation environment, etc., are come up with to supply references for Baotou rare-earth hi-tech development zone and similar districts.
