| Democratic autonomy system at village level, considered as the major form of grassroots autonomy in rural area, is an important way to develop grassroots democracy of our country in rural area and to implement self-government and self-supervision of villagers. It has been forty years since the Reform and Opening-up policy applied, and villager’s democratic autonomy system has been adjusting and developing. During this period, democratic election has been developing rapidly, however, democratic decision-making, democratic management and democratic supervision has been developing very slowly. To some degree, this phenomenon hinders the development process of grassroots democracy in rural area, and fails the requirements of the socialism new village construction.This dissertation takes the XB village in Kangzhuang town, Yanqing district, Beijing as an example, states the development history of its democratic autonomy, the achievements and problems of democratic supervision, analyses the reason why there are such problems and provides several problems accordingly.The dissertation is divided into four chapters.Chapter One explores the concept and the significance of implementation of democratic supervision theory at village level in China, and reviews the history of the development stages of democratic supervision at village level.Chapter Two describes the development history, achievements and existing problems of democratic supervision of XB village in detail.Chapter Three explores the causes of existing problems, discussing from three aspects, status quo, supervision faculty, and policy design.Chapter Four proposes the suggestions on how to solve the existing problems, based on three aspects-fully develop the social status quo in rural areas as a whole, improve the quality of the supervision faculty, and perfect the democratic autonomy policy at village level. |
