The Theory Of Deliberative Democracy And The Practical Path Of China 's Consultative Democracy

Since the 1980 s, the theory of deliberative democracy has been widely discussed in the western academia. Deliberative democracy emphasizes participation of common citizens, equality of the different consultation parties, openness of negotiation process, and the legality of the consultation results. Deliberative democracy, which pays attention to reaching agreement and resolving contradictions through consultation dialogues in the complex realities, has injected new vitality to electoral democracy and constitutional democracy. In China, deliberative democracy practice has been developed ahead of the theory. The concept of deliberative democracy was first mentioned in the report of the 18 th Chinese Communist Party Conference(The Eighteenth), and was interpreted in further depth in the third plenary session of The Eighteenth. Finally, the fourth plenary session of The Eighteenth emphasized again the development of the deliberative democracy system. The general secretary Mr. Xi Jinping made strategic deployment of socialist deliberative democracy in his speech to celebrate the 65 th anniversary of the founding of the people’s political consultative conference. The publications of "The central committee of the Chinese communist party on strengthening the construction of socialist deliberative democracy opinion" and "On strengthening the implementation of the party consultation" further proved that the deliberative democracy theory research in China is getting deeper and the practice is getting more expanded.Western deliberative democracy has many similarities with China’s deliberative democracy, through which we can gain many beneficial lessons. We can develop a socialist deliberative democracy with Chinese characteristics through continuously exploring and modifying the theory according to China’s reality. People’s political consultative conference as the main carrier and form of deliberative democracy in our country, could also be further improved and reformed through the research of deliberative democracy theory, in order to further play its important role, strengthen socialist democracy and build a harmonious socialist society.People’s political consultative conference is the practice of deliberative democracy theory path in China, with main body equal dialogue and consultation, and accept the leadership of the communist party of China, negotiation characteristics such as the widespread of subject. There are a lot of problems in the development, such as the system of the deliberative democracy system incomplete, deliberative democracy consciousness and ability to improve, unclear orientation of consultative body, status inequality, such as height, breadth and depth is not enough to negotiate. People’s political consultative conference to implement the theory of deliberative democracy in practice, the better work, need to strengthen the subject inclusive consultation, negotiation parties equality, improve negotiation procedure legalization, to strengthen the construction of consultative body itself and effectively implementing security negotiation results.
