The phenomenon of power was born with human society and power is the bond for people each other to create society. Our society would be in a state of disunity or even no more continue without the governance, management and coordination of power. Every coin has two sides. So power will get into trouble without counterbalance meanwhile its benefit of human being. Therefore, the restriction of power is necessary methods to avoid power dissimilation. At present, the economic reform in China has gone into a deep water zone and been a critical stage, with the socialist market economic system are set step by step. Under the background of reform, the political system as well as super structure has been developed. Besides, as commercialization, mercerization, liberalization of social economy, and diversitification of interests, citizens have realized their self-interest, thus, conflicts in social role are becoming more and more intensive. All those things include a same factor power. At this critical historical time, it is pretty important to strengthen the system of restriction and supervision of power to achieve the goal that modernizes the ability and system of administering a country.Since reform and opening-up, China’s restriction of powers has achieved outstanding results. We have formed a pattern of restriction of power which includes restricting power with the right, power, institution, morality and law. However, as the development of the times, there are many new problems such as corruption, the lack of the value, rule of law and so on. In China, party and state leaders always attach great importance to restriction of powers. In order to solidify the construction of state power, sustain economic growth, achieve and maintain the fundamental interests of the people, the new generation of leaders keep insisting on restriction of power.A new generation of restricting of government power model is based on the basis of the former one and getting a little different from it which used at the past. President Xi has broken the traditional single mode and means of power restriction, adhering to the decentralization of power restriction and supervision on the two major principles in a way and begin to act on the users of the rights, the holders of the rights, the process of pursuit the rights which called three main implementations, achieving the target of restricting power in a soft and hard constraints interaction model.Therefore, this article consists of preface, four parts of body and conclusion.
