A Study On The Publicity Of Civil Servant Management Information In China

The publicity of the civil servants management information is that through the publicity of the information which generated in the process of the civil servants management to let the civil servants management receives a broad supervision and to protect the openness and democracy of the civil service management. The publicity of the civil servants management information is the guarantee of citizens’ right to know, is a practice of the “openness principle” in the "civil servant law of the People’s Republic of China", is a maintenance of the disinterested of civil servants management. It also has important significance to promote the construction of democratic rule of law in our country.At present, the publicity of the civil servants management information can be scattered in the publicity of government information, it hasn’t form a refinement rules system yet and there are insufficient in publicity in practice. This paper uses the method, combining theory with practice, to make a card for the publicity of the civil servants management information. On the basis of the analysis of existing problems put forward the conflict between the insufficient publicity of the civil servants management information and the openness and democracy of the management to satisfy the citizens’ right to know and right of supervision of civil servants management to the fair of civil servants management and to prevent corruption in the civil service management.This paper is divided into four parts. The first part, states the research purpose and significance of this paper and the research status at home and abroad; the second part, interprets the related concepts of the publicity of the civil servants management information and gives a special statement for the elements of the publicity of the civil servants management information and analyzes the theoretical basis, principles and functions of civil service management information; the third part, summary the problem and reasons which existing in the publicity of the civil servants management information of our country; the fourth part, On the basis of above analysis to discusses the feasible countermeasures of perfecting publicity of the civil servants management information in our country. The study in this paper aims to can further enrich the research in this field of our country and can make help for the publicity of the civil servants management information in our country.
