Causes And Governance Of "Privilege" Of Leading Cadres

Since the generation of human society, all kinds of "privilege" has been in existence. Human development has always been the process of the game of power and rights, and the system to oppose the "privilege" is the basic experience of human society. At present, some of China’s leading cadres still exist serious "prerogative" thought and "privilege" behavior, which is not only easy to breed a large number of corruption, damage the image of the party and the government and greatly shaken the foundation of the ruling party. If we do not take effective governance, it will even lead to the destruction of the Party and national subjugation. This article will focus on the causes leading cadres "privilege" and its administration that only Comprehensively promote the rule of law,set an example by leading cadres, especially senior cadres, so that everyone is equal before the party discipline, possible in the whole society against the "privilege", advocating a just cultural atmosphere. Through the "spy" implementation party political transformation so as to drive the improvement of social atmosphere, to counter the effectiveness of "privilege" to get people’s trust, in order to consolidate the party’s ruling foundation.In this paper, the following three research methods are used:(1) literature research method. Through the query library, CNKI.NET and related web browsing, collection of relevant literature.(2) the empirical approach. In real life, the specific performance of the privilege of leading cadres in real life is studied, and the general character and individuality are summarized.(3) Comparative analysis. Through the comparison to the Soviet privileges phenomenon of evolution and spy in the process, summed up the experience and lessons of Soviet spy in to avoid making the same mistakes.Text is divided into four parts. The first part on the "privilege" of the connotation and manifestation are discussed, to eliminate the misunderstanding of the public on the "privilege" of several; the second part analysis of leading cadres "privilege" of the party masses relations, social justice, the negative influence of social atmosphere and the reform and open policy; at the same time from the aspect of culture and ideology, system, supervision and punishment analysis the cause of the "privilege" of; the third part in the evolution of the Soviet "privilege" phenomenon as the basis, analyze the gain and loss in its struggle against "privilege"; the fourth part proposed to manage the leaders of the "privilege" phenomenon of some suggestions. That the party and the government to staunch opposition from the "privilege" of the political commitment and to senior leading cadres as the starting point, starting from the thought, system, innovative ways, "privilege" system was locked in a cage.
