China has entered the period of building well-off society,and the process of urbanization is changing from traditional mode to the new mode. The construction of small towns and new towns governance increasingly play more and more important role in the process of new urbanization. Such as a vast territory, large population,geographical environment and diverse country, the new town governance is a huge and complicated process, and in this process all elements influence each other,including social, economic, political, cultural and other aspects, and sometimes even appear to hold a far-reaching effect. Town level government is located in the special position of urban and rural areas, and its social governance mode selection will affect the development of new urbanization. As one of the pilot Zhujing town is new urbanization town,which valuably explores the social aspects of governance,and from the technical to the ethical governance level to achieve full coverage of the fine spatial governance.This not only to promote the development of new urbanization but also to form the basic social governance experience,which is worthy of learning for other regions in the ethical governance in service and the orderly governance of highlight technology coverage. Zhujing town build the platform to encourage residents participating in public affairs, and actively foster social organizations to provide public services for residents,and innovate the social governance methods to form a new multiple pattern of the residents, government, social organizations.This paper begins with empirical research, mainly includes five parts: the first part including discussing the background of this study, and then reviewing the domestic and foreign community governance and social governance of the relevant literature, and clarifying the research practical and theoretical significance, and being to determine the research methods and the difficulty and innovation; the second part is consist of relevant theoretical basis and the definition of the concept; the third part is composed of the situation of zhujing town and the innovative social governance challenges; The fourth part, the ethical governance introduced Zhujing town of grassroots governance innovations, mainly includes three aspects of institutional guarantee, service ethics and instructional ethics, through the method of working "six diagnosis ",the supply system of choosing meals,the example sort and reconstruction of spiritual home reflects the service characteristics of ethical governance. This way ismodern transformation from the traditional way of governance in changing internal and external environment, which has enriched the ethical governance of spirit and connotation of the times.the fifth part consists of the "grid" of governance, " beautiful ZhuJing’s 0 channel", which introduces the progress of Zhujing town in social governance.Zhujing town applied the "Internet plus" of thinking,relied on the big data to achieve the full coverage in the space,used the organizational structure of “being similar two centers” to implement the responsibilities of grid governance,carried out the "object" and "human" dynamic management to show the humanistic care and built grassroots democratic governance platform to change the style of work,which will embody the orderly governance.
