Research On The Governance Of Telecommunication Fraud

With the rapid progress of urbanization and the rapid development of science and technology, the communication industry and the financial industry have developed rapidly. In the meantime, leaks of the personal identity information become very serious. Trafficking in personal information become rampant. The information is very easy to be used by criminals. In this background, a new pattern of crime is produced. This kind of crime, which is a special mode of crime in today’s information society background. The suspects deliberately fabricate false identity information, event, use network, telephone, We Chat, SMS and other contact tool and the Internet banking technology to commit fraud crime for the masses, that we commonly known as the telecom fraud crime. The reasons of high incidence of telecom fraud in today’s society are very complex, there is people neglect prevention factors and relevant social management system is not perfect, and many other factors. In general, the telecom fraud crime control is a work which need many sides to participate, on a large point of view, it is a test of management and coordination capacity of the relevant government functional departments. The party’s eighteen session of the fourth plenary session held in Beijing in October 2014, the Fourth Plenary Session discusses the problem of governing the country according to law for the first time. The session passed 《Decisions of the Central Committee of the Communist Party of China about major issues of promoting governing the country according to law》, made a clear requirement for the strengthening of the socialist political system and promoting the rule of law in China. In this context, resolutely crack down on all kinds of criminal cases, maintain public order, protect the people’s life and property become one of the important contents of the social management.In this paper, firstly, analyzes situations and types of telecom fraud crime in Kunming, and then finds some rules and characteristics of telecom fraud crime. Subsequently, this paper systematically hackles the problems which Kunming municipal government cracks down telecom fraud crime, and analyzes the reasons of the problems produce in detail. Finally, through discussion, we propose some countermeasures and suggestions for the management of telecommunication fraud crimes. Through the research of this paper, some practical suggestions and countermeasures are put forward, which is helpful to improve the efficiency of management and reduce the harm of telecom fraud crime to society.
