On The Construction Of China 's Escape Mechanism In The 21st Century

From 2000 to 2015, China has carried out 20 times of overseas evacuations. The evacuation mechanism has experienced rapid development. Chinese evacuation mech anism mainly consists of five aspects:the decision-making mechanism, internal coord ination mechanism, social cooperation mechanism, international cooperation mechanism,option-determining mechanism. Main factors that contribute to the rapid development of Chinese evacuation mechanism are : the concept of “diplomacy for the people” taking place of the concept of “diplomacy for the state”, the enhancement of Chinese comprehensive strength, and the development of friendly relations betwee n China and foreign countries. Although it has made great achievement in evacuation mechanism construction, China still needs to overcome a series of challenges in order to develop evacuation mechanism, such as keeping the balance between the involvem ent of military forces in the evacuation process and the the principle of non-interferen ce in internal affairs, advancing evacuation equipment, and ensuring adequate funding for evacuation operation.
