In recent years, with the continuous progress of the construction of the rule of law, rule of law consciousness of people increasing, more and more people choose to resolve disputes through litigation. But, in fact, all the way disputes are to be resolved to the court proceedings, the court not only overwhelmed, but not timely and effective manner to resolve various disputes, therefore, in practice, after the court decision, the parties will appear continue to petitions even complaint letters and Visits embarrassment. In this context, in order to ease pressure on litigation, dispute resolution to expand the way, Meishan City, Sichuan Province, to explore the establishment of two people’s court litigation counseling system to an innovative, groundbreaking attitude to achieve judicial reform "versus non-convergence" provides bold practice, and achieved remarkable results.This article consists of four parts, the first part of the main proceedings and counseling concepts determining characteristics summarized, while its functional value analysis, research laid the point of litigation counseling; the second part focuses on the status of running two Meishan City People’s Court litigation counseling visits, carding Meishan City Intermediate people’s Court and the grassroots people’s court proceedings run before counseling; the third part analyzes the plight of practice Meishan City, two people’s court counseling from running, the working mechanism, supporting the three aspects of litigation counseling to protect the existence of the problem; the fourth part proposes measures to improve litigation counseling system, in terms of goals, ideas, paths, etc. make specific recommendations to build institutional system of litigation counseling.
