It is vital to define the scope of the as “The Regulation of the disclosure of government information” includes the principle of non disclosure. In particular administrative and judicial practice,since the laws and administrative regulations do not specify whether procedural government information disclosure or not, Administrative organ has been a larger discretion space, there is also no uniform standard of court proceedings. So in basis of the research and discussion of the procedural government information, there are theoretical significance of China’s government information disclosure system and practical significance to the judicial demonstration.This paper according to the 176 judgment documents, through positive analysis of a large number of cases. From the demonstrates of the definition of procedural government information and Legislation Situation, the classification of procedural government information in practice, of disclosure practice. Draw lessons from the provisions of foreign legislation, from the improvement of legislation, the establishment of administrative supervision and judicial trial standard three aspects puts forward some improvement suggestions. I hope to provide some help to research of the procedural government information.
