The 18 th CPC communist party of China reports, the party have to strengthen the sense of intensity and responsibility, steadily maintain the leading line of the party’s governance capacity construction and advanced nature construction, stick to emancipating the mind, reform and innovation, adhere to managing the party strictly, comprehensively strengthen the construction of ideological, organization, working style, system, combating corruption and building a clean government. We have to advance the capacity of self-purification, self-perfection, self-innovation and self-improvement, to establish a learning, service and innovation oriented Marxism political party, to ensure the party always to be the leading core of socialism with Chinese characteristics. Besides, it emphasizes we have to grasp the ideological construction by the roots. Because the party’s ideological construction is an important part of Marxism Party Founding theory. Marx and Engels believe the proletariat have a great advantage, which is having new scientific value outlook as the theory base. CPC have taken Marxism as the guiding ideology since it was first founded, besides the combination of Marxism and Chinese specific practice has brought about a set of the party’s construction theory with Chinese characteristics during the process of Chinese revolution,construction and reform. Communist party also inherit the tradition of highly emphasizing the party’s ideological construction, and place it into priority. It not only relates to the party’s ruling status, but also connects to the prospects and fate of our whole nation.Communist party’s governance capacity construction also reflects in the ruling of rural area. Our country is in and will remain in the primary stage of socialism, and productivity is still in the low level. Up to 2014 China has a population of 1.36 billion, among which agricultural population has 630 million, 46.3 percent of the total population. China is a leading agricultural nation, so three issues concerning agriculture, countryside,and farmers is placed in the priority. The three rural issues is the key to building a moderately prosperous society in all aspects. With reform and opening up, and the development of market economy, great changes is gradually happening in economic, political, cultural, ecological and social environment of rural area. Especially the contradictions of economic interest adjustment also turn out. Rural grass roots party organization is the base and fighting fortress in all rural works. As a part of grass roots party organizations, its governance capacity and advancement construction is crucial to solving all kinds of rural contradictions at the present stage. Therefore ideological construction must be put in the first place.Currently rural grass roots party organization has made gratifying achievements and experience in ideological construction, but it also remains lot’s of problems. For example, the governance capacity and advanced nature are not enough, so that the fighting power of rural grass roots party organization has been weakened and political power construction of communist party has been tampered. Especially by the impact of market economy, great changes happen in interest pattern and social structure, firstly, all kinds of non-Marxism thoughts corrode rural grass roots party; secondly, the construction of rural ideological work and cadre contingent is weak; thirdly, it is not easy to manage floating and difficult party members; fourthly, the way and method of ideological construction is too single and stiff; fifthly, the evaluation system is imperfect. All of these reasons have obstructed the ideological construction.According to the spirit of 18 th CPC national congress and the reality of rural grass roots party organization, we have to achieve something as follows, firstly, to emancipate the mind and seek truth from fact, to consolidate the ideological construction of party cadre; secondly, strengthen the ideological construction and working team construction of rural grass roots party organization; thirdly, to apply method against specific party member; fourthly, to innovate and diversify the ways of ideological construction; fifthly, to improve the evaluation system. Within these great efforts, through advancing the ideological construction of rural grass roots party organization, consolidating the leading status of grass roots party organization in rural political life, and speeding up socialism new countryside construction, we will finally accomplish building moderately prosperous society in all aspects and the great rejuvenation of Chinese nation.
