China and Japan has a long history of friend exchanges. Just as the ancient Chinese saying goes, “amity between people holds the key to sound relations between states”, the non-governmental diplomacy, an important part of a country’s diplomacy, plays a crucial role in the development of relations between nations.Non-governmental diplomacy should not be neglected when studying the development history of China and Japan. Working as a bridge, it has made great contribution to the normalization and friend development of the relation between the two nations. Since the foundation of new China, the Party and leaders have realized great achievements in developing non-governmental diplomacy between China and Japan. Meanwhile, a power in Japan plays its role in developing non-governmental diplomacy and advancing friendship between the two nations, the most typical one of which is the seven group devoted in developing Japan-China friendshipSince its establishment, and through carrying out all kinds of activities, the seven group has played an important role in political, economic and cultural exchanges. It can be called a lubricant when the relation between the two nations falls into deadlock and a catalyst the normal development. However, the activities held by the seven group is only a small part of non-governmental diplomacy while the latter is only a supplement to governmental diplomacy. So the non-governmental diplomacy has its own constraints. Therefore, the seven group has its limitation in promoting the friend development of the China-Japan relations.The new century has come, and the China-Japan relations has continuously moved ahead through frictions. Currently, we still face a lot of difficulties, but we share a mutual relying and complementary relationship in economy and culture and so on. With joint efforts, the governmental diplomacy and the non-governmental diplomacy represented by the seven group can certainly bring the China-Japan relations to a new high.
