At present, the terrorist acts made by ISIL(also known as Da’esh) have been a global threat to the international peace and security. In September 2014, US president Barack Obama called on nations to join the alliance led by US to fight against the ISIL at the UN conference. In November 2015, the United Nations passed the Resolution 2249, authorized “Member States that have the capacity to do so to take all necessary measures” to suppress the terrorist acts of ISIL. In view of the new trend,this thesis tries to discuss the strategy of the United States to defeat ISIL, through the relevant reasons.Using vertical thinking, this thesis introduces the origin and the expansion of ISIL, explains ISIL’s threats in reality and in the virtual world, analysis the strategy to defeat ISIL made by the United States, as well as expounds the prospect and the enlightenments for such a strategy. Using lateral thinking, this thesis reasons the effects and the limits of the strategy of the United States to defeat ISIL, dissects the property, character and the contributing factors of the strategy. This thesis notices that the US will suppress ISIL by military means of multi-national joint implementation of air strikes and supporting local armed elements, as well as means of helping the EU to solve refugee problems and means of increasing strengths of anti-online terrors abroad; and that US administration enhances the Visa Waiver Program, urges congress to pass a stricter gun control act to defeat the threat of terrorism at home, among many other ways. In addition, this thesis assess the US strategy to defeat ISIL, points out that such a strategy is a soft strategy which is proposed to maintain the legitimacy in the Middle East for the US, which means, the US is in no hurry to eliminate ISIL, but rather to improve its strategic layout when fighting against ISIL.
