With the rapid development of financial electrification, information technology is being fully integrated with the traditional financial sector in the whole country. The commercial banks have invested much on the electrification process in recent decades, and they are sure that the financial electrification cost is apparently the main part of operation cost. However, the commercial banks, which were transformed out of the traditional specialized banks, are still adopting the old system as their management model and method. The old system should no longer be used in the commercial banks. It is urgent for the modern commercial banks to reform its electric cost management. Two main reasons of the commercial banks needing to reform its electric cost management model and method are given as follows: first, to pursue the maximum profit,Second, to realize the transformation from the extensive operation to intensive operation.The main purpose of this article is that the commercial banks should establish the liability cost management model and adopt the whole process cost controlling method. This kind of model and method will promote financial electrification healthily.The dissertation discusses the following four parts: 1. The development of financial electrification in the commercial banks and the increasing electric cost.2.The present management of the electric cost in the commercial banks, the necessity of reforming and reforming direction. 3.The advantage and application of the liability cost management model, and defining the technology department to the profit center. 4. Prediction, planning, accounting, analysis and control of the whole process cost controlling method.
