Due to the excessive secrecy with which China has guarded itsforeign policy decision-making, its structure, mechanism and processesIhave always been more or less an enigma to Western scholars and policymakers. Since the late 1980s, a flood of information and materials onChinese foreign policy decision making has been available throughIpublication, of memoirs of important political figures and seniordiplomats who either participated in or witnessed some of the decisionsImade in the past.Western scholars made some research based on those materials. Generally they can be divided into two institutions: the classic institution and institutional school. Each enjoys some merits in analyzing part of theIdecision making process. While it is far insufficient in the sense of analyzing the whole mechanism. A macro-micro linkage approach may serve the purpose well.China抯 foreign policy decision making structure is more looks likeIa pyramid with the politburo and its standing committee on the top, theparamount leader at the apex. In the middle of the pyramid, the Ministryof Foreign Affairs, MOFTEC and Xinhua News Agency are playing their5functional role as the information selector, foreign policy coordinator,initiator and supervisor. The Ministry of Foreign Affairs is the mostIimportant actor among them, which shows a clear character of Chineseforeign policy decision-making processes.In the past 50 years, foreign policy decision making in China is undergoing a period of transition, decision power has been shifted in theIrelated bureaucracies, and new actors like PLA have now gained astronger voice in foreign affairs. Many factors contribute to the transition,not only including the international determinants, but also the domestic5determinants and the character of the paramount decision-makers.China faces both challenge and opportunities in its long march toU become a strong power; further specific methods should be taken to improve its foreign policy decision-making mechanism. 5...
