There are three sections in this paper. In the first section, the importance and background of the study in this subject are introduced. At the same time, the author indicates his basic opinions about the human resource development and management through analyzing the theoretical and the practice basis of this subject. Emphasizing on the demonstration and practice, the human management mechanism in state own enterprise is discussed by introducing the institution analysis. Point out that the imperfection of the human management mechanism is the mainly factor blocking the reformation in state own enterprise. Provide the practice basis for performance evaluation and encouragement mechanism of the middle and high level leader. The second section focuses on the analysis of performance evaluation, encouragement mechanism and the synthetical quality of leader that consists of the general introduction of evaluation performance, definition, character and structure of leaders?system. And analysis on the synthetical quality of state own enterprise leaders, the development, evolution of the performance evaluation, and the current situation and problem of the mid and high level leader in the evaluation in state own enterprise. And this section also studies on the evaluation method of mid and high level leaders? performance in state own enterprise, mainly includes the standard of performance evaluation, performance evaluation system of the mid and high level leaders in state own enterprise and the settlement of the indication (index) of performance evaluation and integral The third section analysis how to found the mid and high level leaders?performance evaluation mechanism, mainly includes the reformation of the management system, guiding ideology of founding the mid and high level leaders?performance evaluation mechanism, perfecting the demand and the model analysis of the mid and high level leaders?performance evaluation mechanism. At the same time, this section studies the foundation the encouragement system of the middle and high level leaders, mainly includes the overview and analysis of some aspects of the mid and high level leaders? encouragement conception. And at last, on the base of integrating the discussing that model and the basic encourage method provide implemental methods.
