| The joint stock system is the product of Chinese reforming and opening. As one kind of enterprise organizations, it features large rasing funds, clear property right and standard system. With a short time, it has passed the course that took western developed countries hundreds of years. The system is playing playing greater and greater role in today's building of market economy of China.Express highway, as the important base of the modern material civilization, is developing quickly. It also becomes the unseperated part of the politics, military, society, ecomomy and people's material and cultural life. With a vast territory, China has only 11600km express highway by the end of 1999. This meas each million kilometers only have less than 0.2km express highway,whereas,Germany 3.15, U.S.A. 0.95, we lagged far from these developed contries. The poor communication is still the bottleneck of ecomomic development of China, so it is very urgent to speed the construction of backbone highway-the express highway. Since express highway is a capital intensive enterprise, it is very hard for limited national finance to support massive constructions of express highways. In the system of market economy, we could not depend on administrative methods but follow the operation of market economy to raise money. obviously, lack of funds is the vital problem of limiting the express highway development. So it is necessary and impressing to study and resolve the problem of raising funds. The transportation is one of the fields which raise funds by the stock market, which has been approved in the economic history of Western countries. So it is therotical and experiential to operation joint stock system in the field of express highway. Our nation has also created a good environmental policy for joint stock system to put it into operation. The joint stock system of express highway has been carried out step by step and some of the companies went on domestic and overseas stock market, which not only raise a large quantity of construction funds but also introduce the operation and management of express highway.The study method in this article is to take Maxist economic theroy as guide, to base on a great number of pratices and reserch results of joint stock system of domestic express highway, to adhere to research method of practice and reality combination theory, and to systematically analyze, study and sum up reconstruction and operation of the joint stock system of express highway.
