At the beginning of the 90?s, a decision was made by the State Council about the development of high-yield, high-quality, and high-efficiency agriculture in this country. This was an indication that our agriculture would change from a state of pursuing prowth in quantity to a state of pursuing quality and profit increase with equal emphasis on high yield, high quality and high efficiency. this was a strategic change of the mode of agricultural growth in this country from extensive type to intensive type. The produc- tion of army farm products and side-line products is an important part of agricultural production and army construction, and is the main body of agricultural and side-line production in the army. Development of high-yield, high-quality, and high-efficiency a- griculture ofor army farms is an inevitable choice for farms to exist and develop. To develop high-yield, high-quality, and high-efficiency agriculture for army farms is to meet the needs of socialist market economy. The macro-environment of market e- conomy brings about opportunities for army farms, and at the same time brings about inevitable challenge too. The army farms must change from the closed state in the past to an open state. They must follow the rules of market economy. This paper discusses the basic topic for the army farms to develop high-yield, high- quality, and high-efficiency agriculture, and explains the basic laws, operational mecha- nism, and development pattern for the army farms to develop high-yield, highquality, and high-efficiency agriculture under condition of market economy from point of views of theoretical study and analysis on practical cases. This paper also gives theoretical con- sideration and system analysis on the strategic principle for the army farms to develop high-yield, high-quality, and high-efficiency agriculture from macroscopic view and from an altitude of development.
